What Does an Electrical Panel Actually Do?
An electrical panel replacement in a New Hampshire house is rarely about a panel failing outright, which is the first thing worth understanding. The panel takes the service coming into the house and splits it into the circuits feeding everything, with a breaker on each one sized to protect the wire behind it rather than the appliance in front of it.
That distinction matters more than almost anything else on the subject. A 15 amp breaker is not protecting your lamp. It is there so that if something on that circuit draws more than the wire can safely carry, the power stops before the wire inside the wall gets hot enough to start a fire. Every other safety assumption in the house sits on top of that one working.
Which is why a panel that no longer trips reliably is a real problem rather than an inconvenience. The failure is silent, because a breaker that has never tripped looks exactly like a breaker that cannot trip, right up until the day it needed to and did not. Age alone is not the issue either. A well made panel from the 1980s with sound terminations and spare capacity can be perfectly serviceable, while a newer one that has been hacked about, overloaded and left open to damp is not. That is as true of a 1970s ranch in Derry or Salem as it is of a farmhouse outside Henniker.
The question is never really how old the panel is. It is whether the protection still works, whether the service is big enough for how the house is used now, and whether the equipment has a known defect. Those are three separate questions and they have three separate answers.

What Are the Signs an Electrical Panel Needs Replacing?
Some signs mean call today. Warmth anywhere on the panel or a breaker, a smell of hot plastic, scorch marks or discoloration around a breaker, buzzing or crackling from inside the enclosure, or a breaker that will not reset. Every one of those points at a connection getting hot, and heat at a termination is how electrical fires start. If you have any of them, switch off what you safely can and treat it as a job for an emergency electrician rather than something to book for next month.
Then there are the slower signals, none of which is an emergency and all of which are a reason to have somebody look before you add anything else to the house. Breakers that trip under what should be normal load. A panel with no spare spaces left. Tandem breakers doubled up where the manufacturer intended single ones. Rust or water staining inside the enclosure. Fuses rather than breakers. Aluminum branch wiring landed on terminals never listed for it.
There is also the sign most people miss, which is the house changing around a panel that never changed with it. It is the single most common pattern we see across Nashua, Derry, Salem, Hudson and Bedford, where post-war and 1980s stock was given 100 amps and has since gained everything. A 100 amp service was generous in 1975 when the heat was oil, the range was gas and nobody owned a car that plugged in. The same service with a heat pump, an induction range, a hot tub and an EV on it is a different proposition, and the first symptom is usually nuisance tripping rather than anything dramatic.
If you are seeing the slow signals rather than the urgent ones, the honest first step is not a quote. It is finding out what you actually have, which takes one visit and tells you whether this is a capacity conversation or a safety one.
Which Electrical Panel Brands Do Insurers Refuse to Cover?
Three come up again and again: Federal Pacific Stab-Lok, Zinsco, and to a lesser extent Challenger. The concern is not cosmetic and it is not about age. In each case the part that fails is the part whose entire job is protection.
With Federal Pacific Stab-Lok the documented problem is breakers that do not trip when they should, so a fault that ought to cut the power instead keeps heating a wire. With Zinsco it is more often the busbar, where the aluminum bus corrodes at the point the breaker clips onto it, resistance rises at that joint, and heat builds at the connection rather than at the breaker. Challenger has a known issue with certain breakers overheating at the bus stab.
It is worth being precise about one thing, because almost everything written online gets it wrong. Federal Pacific panels were never recalled. The Consumer Product Safety Commission investigated Stab-Lok breakers and closed the investigation in 1983 without issuing a recall, citing the resources it would have taken to make the case rather than clearing the product. Independent testing since has repeatedly found failure-to-trip rates far above what a breaker should show. So the accurate position is more uncomfortable than the myth rather than less. Never recalled, and treated as a defect by home inspectors and insurers anyway.
What insurers do with that varies by carrier. Some ask, some do not, and what they do with the answer is not consistent. What is consistent is that it comes up, on renewals, on new policies, and very often during a home inspection in a sale. Is a Full Electrical Panel the Same as an Unsafe One?
No, and confusing the two costs people money in both directions. A full panel is a capacity problem. An unsafe panel is a safety problem. They need different work, they cost different amounts, and a panel can easily be one without being the other.
Full means there are no spare spaces to land another breaker. That is inconvenient rather than dangerous, and it has more than one answer. Sometimes a sub-panel is the right call, particularly where the new load is in one place such as a garage, a workshop or a finished basement, which on rural properties around Weare, Deering and Hillsborough is often an outbuilding at the end of a run. Sometimes tandem breakers are legitimately permitted, depending on the panel and what its label says. Sometimes circuits that were split unnecessarily years ago can be consolidated. And sometimes the honest answer is that the panel is full because the house has outgrown it, at which point a panel upgrade is solving the actual problem rather than working around it.
Unsafe means the protection cannot be relied on, whether that is a known-defective brand, heat damage, water ingress, a busbar that has been arcing, or terminations that were never torqued properly. None of that is fixed by finding space. It is fixed by replacing the equipment.
The two get conflated because the visible symptom is often the same, which is a breaker tripping. Working out which one you have is most of the diagnosis, and it is why a proper look at the panel is worth more than any amount of guessing from the outside.
Does a Fuse Box Have to Be Replaced With a Breaker Panel?
Not automatically, and anyone who tells you otherwise without looking is selling rather than advising. A fuse box that is sound, correctly fused, dry and not overloaded is not an immediate hazard. Fuses are actually excellent at their job. The trouble is almost never the fuse itself.
The trouble is what happens around it. A fuse that keeps blowing gets replaced with a bigger one, because a 30 amp fuse fits the same holder as a 15 and nothing physically stops you. That single act removes the protection from the circuit entirely, and it is common enough that finding over-fused circuits in an old box is closer to the rule than the exception. Breakers are not immune to the same abuse, but swapping a breaker takes more deliberation than screwing in a different fuse.
Then there is everything else that tends to come with a box of that age. No grounding conductor on the branch circuits, no GFCI protection at kitchens, bathrooms or outdoors, cloth-covered or rubber-insulated cable that has gone brittle, and nowhere near enough circuits for how a house is used now. In the pre-1950 stock around Keene, Concord and the Contoocook valley towns of Hopkinton, Warner and Bradford, that often means knob and tube still in service somewhere, which is a whole-house rewiring conversation rather than a panel one.
A fuse box to breaker conversion is usually worth doing, and usually alongside other work rather than on its own. What it is not is an emergency, and framing it as one is a sales tactic rather than an assessment.
How Much Does an Electrical Panel Replacement Cost in New Hampshire?
A 200 amp service upgrade runs $3,000 to $3,500 for a straightforward job. That is the real working range rather than a national average, and it covers the common case of an accessible panel, a service that can be upgraded where it already is, and no surprises behind the drywall.
What moves it is rarely the panel itself. It is the service entrance. If the mast, the meter socket or the service drop has to be replaced, that is more work and it brings the utility into the schedule. If the panel is moving to a different wall, every circuit has to reach the new location. If the grounding needs bringing up to current requirements, which on an older house it usually does, that is ground rods and bonding rather than a box swap. Older houses in Concord, Manchester and the surrounding towns often need some combination of those, which is why an estimate over the phone is a guess and a look at the service entrance is not.
The other thing that moves the number is what the work uncovers. Taking a forty year old panel off a wall sometimes reveals circuits that were never right, terminations that have been running hot for years, or aluminum branch wiring that needs proper remediation. None of that is padding. It is work that was always needed and was invisible until the cover came off.
Whatever it comes to, the cost of getting it wrong is the part nobody prices. A panel is not a component you replace twice.
What Happens During an Electrical Panel Replacement?
It is a permitted job with an inspection at the end, and that is not a formality. The permit is what brings a second set of eyes to the work, and a panel is precisely the kind of installation where that matters.
The power comes off, which means the utility disconnects at the meter or the service is pulled. Most residential panel changes are a single day with the power off for part of it, and where a job runs longer there is usually a reason known in advance rather than discovered halfway through. Every circuit is identified and labeled as it is landed, which sounds like housekeeping and is genuinely one of the most valuable parts of the job. A correctly labeled panel turns the next fault from an hour of detective work into two minutes.
The grounding and bonding get brought up to current requirements, which on an older house is often the least visible and most worthwhile part of the work. The terminations are torqued to specification, because loose and over-tight connections are both causes of the heat that panels are blamed for. Then the town inspects it before it is signed off.
If the service size is the open question rather than the panel condition, working out the load first is worth doing before anyone quotes. Do You Need a Permit to Replace an Electrical Panel in New Hampshire?
Yes. A panel replacement is permitted work and it is inspected, and there is no version of this that sensibly skips that. The permit is pulled by the licensed electrician doing the work, the inspection is carried out by the town, and the sign-off is the record that the installation met code on the day it was done.
That record has value well beyond the inspection itself. It is what a buyer's attorney asks about, what an insurer may want to see after a claim, and what protects you if a future owner questions the work. Unpermitted electrical work found during a sale is one of the more common reasons a closing gets delayed, and the cost of putting it right retrospectively is always higher than doing it properly the first time.
The licensing side is worth knowing too. New Hampshire licenses electricians in tiers, and a master electrician is the level that can pull permits and take responsibility for the work. If the panel is being replaced because something was found during a sale or an insurance review, an electrical safety inspection is often the more useful starting point, because it establishes what actually needs doing rather than treating the panel as the whole story.
What Should You Do Next About a New Hampshire Panel Replacement?
Start by working out which of the three questions you are actually asking. If the panel is hot, smells, buzzes or will not reset, that is a safety question and it is answered today rather than by reading further. If the house keeps tripping breakers or has run out of spaces, that is a capacity question, and a load calculation answers it before anybody quotes. If the brand on the door is Federal Pacific or Zinsco, that is an equipment question, and it has the same answer whether or not anything has gone wrong yet.
