What Makes Fitting Out an Older Commercial Building Different?
Fitting out an older commercial building differs from a new one in a single respect that drives everything else. A new build has a drawing that matches the building, and an old building has a drawing that matches what somebody intended thirty years ago.
The electrical work itself is not harder. Conduit is conduit and terminations are terminations. What is harder is knowing what is there before committing to a price and a date, because the gap between the record and the reality is where every unpleasant surprise on these projects lives.
That gap is widest in the buildings that have had the most lives. A Manchester Millyard floor, a Lowell or Lawrence mill conversion, a Haverhill shoe factory turned into offices, or a Dover or Somersworth mill building has typically been subdivided and re-subdivided, with each round of tenancy adding circuits and none of them removing the previous ones.
The result is distribution that grew rather than being designed, and it is the single biggest variable in pricing a fit-up in one of these buildings.
That is the everyday condition of the buildings we fit out most, across Manchester's Millyard, Keene, Dover and Somersworth in New Hampshire, and the Lowell, Lawrence and Haverhill mill districts in Massachusetts.
What Do You Find in a Mill Building Conversion?
A consistent set of things, which is what makes them plannable even though they are unpredictable individually.
Circuits with no record, feeding equipment that left with a previous tenant or feeding nothing at all. Junctions made outside boxes, sometimes behind later finishes. Feeders running through spaces they no longer serve, crossing what are now separate tenancies. Panels fed from panels fed from panels, with the original arrangement long forgotten.
Three-phase supply that is inconsistent within the building, because it was brought to whichever floor a tenant once paid for. Original industrial-era infrastructure left in place alongside the modern installation, occasionally still live. Fire separation between units compromised by cable routes punched through it over decades.
Then the building itself, and it fights you. Brick and heavy timber will not take a fish tape the way stud walls do, so conduit and raceway becomes the design rather than a fallback. Ceilings that are the underside of the floor above with nothing to hide a run in. Floors that cannot simply be cored. None of that makes the work harder to do well; it makes it slower and it makes surface-mounted conduit a design choice rather than a compromise.
Why Does a Survey Matter More in an Older Building?
Because it converts the largest cost variable on the project from a surprise into a line item, and because it is cheap relative to what it prevents.
On a modern unit, what is behind the wall is broadly what the drawing says. Pricing from drawings is reasonable. On a converted mill floor the drawing describes an intention, and the difference between that and reality can be the largest number on the job.
What a survey establishes is the short list that actually matters, which is what the incoming supply is and whether it is three-phase, what capacity is genuinely available to the unit as opposed to the building, which circuits in the space are live and what they feed, where the existing distribution runs, and what is safe to reuse against what has to be replaced.
A day spent on that before the program is fixed is the difference between a fit-up that runs and one that stops in week four while somebody works out where a feeder goes. It is also what makes a fixed price meaningful rather than optimistic.
Can Existing Wiring Be Reused in a Commercial Fit-Up?
Some of it, and the judgement is worth making item by item rather than as a policy in either direction.
What is often reusable is sound conduit and raceway, which is frequently the most valuable thing in an old building since the route is the expensive part rather than the cable in it. Recent distribution equipment in good condition. Feeders that are correctly sized for the new use and in good order.
What is generally not reusable is anything with degraded insulation, aluminum branch wiring on unsuitable terminations, circuits whose route cannot be established, or any distribution that is obsolete or has no available parts. Panels from manufacturers long gone are a particular problem, because a building that cannot get a breaker is a building where the next fault is a bigger job than it should be, and replacing obsolete distribution is better done during a fit-up than during an outage.
The honest position is that reuse saves real money where the existing work was good and costs money where it was not, and the only way to tell which is to look. In practice a fit-up in a converted mill usually reuses the conduit and replaces nearly everything in it.
How Does a Change of Use Affect the Electrical Work?
It often decides the whole scope, and it is the question worth asking before signing a lease rather than after the design is underway.
The demanding changes are predictable. Any space becoming a restaurant or a commercial kitchen, which brings three-phase equipment, heavy dedicated circuits, hood interlocks and a service requirement the building may not have. Any space becoming medical or dental, which brings imaging equipment, specific receptacle requirements and frequently a resilience requirement. Warehouse becoming light manufacturing, which brings motors and process loads.
The easier changes are office to office, retail to retail, and anything where the load profile is broadly unchanged.
What catches tenants out is that the building may simply not support the intended use without a service upgrade, and that is a utility conversation with a lead time attached. Establishing capacity against the intended use is a one-visit question and it is the single most valuable thing to do before committing to a space. Fit-up and build-out work starts there rather than with a layout.
Does an Older Commercial Building Need Bringing up to Code?
The new work does, always. The existing installation generally does not have to be retrospectively upgraded simply for being old, and that distinction is where most of the confusion sits.
What that means in practice is that anything installed as part of the fit-up meets current requirements in full, including grounding, GFCI and AFCI protection where applicable, circuit provision, and emergency and exit lighting for the new arrangement. Existing installation that is sound, safe and not being altered can generally remain.
Where the line moves is where the work touches it. Extending an existing circuit brings that circuit into scope. Changing the use of a space changes what is required in it. Altering the distribution brings the distribution into scope. And anything genuinely unsafe is not grandfathered by age.
The other consideration in older buildings is the fire and life safety side, which is frequently where the real requirements sit rather than in the general wiring. Emergency lighting, exit signage and fire alarm interfaces are inspected on their own terms, and in a subdivided building the separation between units matters as much as the wiring inside them.
How Long Does a Fit-Up Take in an Older Building?
Longer than the same fit-up in a modern unit, and the difference is mostly investigation and access rather than the electrical work itself.
The added time comes from three places. Working out what is there, which a survey front-loads rather than eliminates. Running cable through construction that resists it, where a modern stud wall takes minutes and a brick and timber mill floor does not. And whatever is found once things are opened, which in these buildings is usually something.
The two fixed points are the same as any fit-up, which is rough-in inspection before anything closes, and final inspection at the end. Both are the town's to schedule and both sit on the critical path.
Where the building needs a service upgrade or three-phase brought in, the utility lead time usually exceeds everything else on the job and should be started first. On ground-up and design-build work the same is true, which is why the electrical goes into the schedule at the start rather than when the walls go up. That is the item most often discovered late in an old building, because the assumption that a large building has a large supply is frequently wrong in a mill that was subdivided decades after it stopped being a mill.
What Should a Tenant Establish Before Taking an Older Unit?
Capacity, phase, condition and responsibility. Four questions, answerable in one visit, and each of them can change the economics of a lease.
Capacity means what is actually available to the unit rather than to the building. Phase means whether three-phase reaches the unit, which in these buildings is genuinely inconsistent floor to floor. Condition means whether the distribution serving the space is sound or needs replacing, which is the largest single variable in a fit-up price. Responsibility means what the landlord provides and what the tenant owns, which is a lease question with an electrical answer.
The mistake that costs the most is signing on the assumption that a large old building has plenty of supply. Many of them do not, because the original industrial service was removed or reduced when the building changed use, and what remains was sized for whatever the first conversion needed.

Is Surface-Mounted Conduit Acceptable in a Commercial Fit-Up?
Yes, and in exposed brick and timber buildings it is frequently the right answer rather than a compromise. Chasing a mill wall to hide a run does more damage than the run would show, and neatly installed surface conduit suits the aesthetic these spaces are usually let on.
Can You Fish Cable Through Brick and Timber?
Sometimes, and far less reliably than through stud walls. Mill construction has few continuous cavities and heavy timber does not cooperate with a fish tape. That is why routes in these buildings are planned rather than assumed, and why a survey changes the price.
Does an Old Building Have to Be Rewired Completely?
Rarely. New work meets current requirements in full, and existing installation that is sound, safe and unaltered can generally remain. What forces wider work is condition, obsolete equipment with no available parts, or a change of use that brings the existing circuits into scope.
What If the Building Has a Panel We Cannot Get Parts For?
It gets replaced, and it is better dealt with during a fit-up than during a fault. A building that cannot source a breaker is a building where every future problem is larger than it should be, and obsolete distribution is one of the more common findings in a converted mill.
Who Is Responsible for the Building Supply in a Leased Unit?
Normally the landlord up to the point of supply to the unit, and the tenant beyond it, though the boundary varies and is worth reading in the lease. Where an upgrade is needed to support a tenant's intended use, who pays is a negotiation rather than a rule.
Can We Start a Fit-Up Before the Lease Is Signed?
The survey can and often should, because what it establishes may change whether the lease makes sense. Capacity, phase and the condition of the distribution can all move a fit-up budget substantially, and finding out afterwards removes the option to walk away.
